Frances C. McDougal

Frances C. McDougal, 91, Mitchell, South Dakota, died December 12, 2011 in Sioux Falls. Frances Cramer was born November 13, 1920, at Rock Rapids, Iowa, to Marvin and Grace (Dougherty) Cramer. She was a graduate of Cathedral High School, Sioux Falls; and Notre Dame Junior College, Mitchell. After teaching two years at the Cunningham School in Douglas County, she was employed by the Federal Bureau of Investigation (FBI) in Washington DC, and later transferred to the FBI’s San Diego branch.

On February 22, 1944, Frances married John R. McDougal at St. Joseph’s Cathedral in San Diego. She returned to Mitchell with her husband after WWII ended, and was employed by General Motor Equipment, followed by a number of years at the Davison County Treasurer’s Office, and then the City of Mitchell until her retirement in 1985. Frances was a member of Holy Family Parish, was a Past Regent of the Catholic Daughters of the Americas, and was a devoted volunteer to several local veterans organizations. She was President, Past President, and lifetime member of the American Legion Auxiliary and was active in the Disabled American Veterans (DAV) Auxiliary, Veterans of Foreign Wars (VFW) Auxiliary, and served as treasurer of the Servicemen’s Memorial Cemetery Association.

Frances is survived by her son Rick and wife, Loretta, Riverdale, California; her daughter Margaret and husband, James Bickoff, Cave Creek, Arizona; daughter Mary and husband, Lance Parsons, Tucson, Arizona; and son-in-law, Stanley Albrecht , Sioux Falls; along with seven grandchildren, Amy Gross and Aaron Albrecht, Sioux Falls; John McDougal, Fresno, CA; Jeff McDougal, Brentwood, CA; Shane Bobb, Phoenix, AZ; Chelsea Parsons, Portland, OR; and Taryn Parsons, San Diego, CA; in addition to 14 great grandchildren; and four nephews.

She was preceded in death by her parents, her husband in 1976, her daughter Janet Albrecht in 1978, her sister Margaret Mary Krock Guenther in 1991, sister Genevieve Anderson in 1995, and two infant brothers.

Mary I am very Sorry to hear of your Mothers passing, she was a great lady. I had just spoke to her at Praire Crossing and she was so surprised to see me. Our prayers and thoughts are with you.

Thanks Diane. Mom lived a good, long life. Her passing was abrupt but peaceful. I'm certain she is in the best place now.
